Agreement establishing extraordinary actions to attend the health emergency generated by the virus SARS-CoV2.
Regarding the publication of the Official Gazette, March 31, 20202, was ruled the immediate suspension of the non-essential activities from March 30 to April 30 2020 was ordered.
The essential activities are as follows:
a) The necessaries to attend the health emergency, as the ones on the health matter, paramedic, administrative and assistance to the National System of Health. As well as the ones who supply, services and products to the pharmaceutic sector, production and distribution, manufacturing supplies, medical equipment and health technology; those involved in the proper disposal of biological-infectious hazardous waste, as well as the cleaning and sanitization of medical units at different levels of care.
b) Those involved in the public security and citizen protection; the defense of national sovereignty and integrity; prosecution and administration of justice; as well as the legislative activity at federal and state levels;
c) Those of the fundamental economy sectors: financial, tax collection, distribution and sales of energetics; gas and gas stations, distribution and generation of drinking water; food and beverage industry, food markets, supermarkets, self-service shops; groceries and prepared food sales; transport and cargo service; agricultural, fishing and livestock production, agro-industrial, chemical industry, cleaning products; hardware stores, courier services, guards in private security tasks; nurseries and stays for the elderly, nurseries and children’s rooms, shelters and care centers for women victims of violence, their daughters and sons; telecommunications and media; private emergency services, burial and burial services, storage services and cold chain of essential supplies; logistics (airports, ports and railways), as well as activities whose suspension may have irreversible effects for its continuation;
d) Those directly related to the operation of government social programs, and
e) Those necessary for the conservation, maintenance and repair of critical infrastructure that ensures the production and distribution of essential services namely: drinking water, electricity, gas, oil, gasoline, jet fuel, basic sanitation, public transportation, hospital and medical infrastructure, among others that could be listed in this category;
Regarding an agreement published on April 21, 2020 in the Official Gazette of the Federation, the agreement of March 31 was modified, extending the suspension of non-essential activities until May 30, 2020.
Ministry of Economy
All terms are suspended in the procedures and appeals that are substantiated pursuant to the provisions of the Federal Law of Administrative Procedure.
All the formalities and procedures not included in the suspension that are managed before the Ministry of Economy will be substantiated by the existing electronic means of communication.
For the purposes of the procedures followed before the National Registry of Foreign Investments, within the General Directorate of Foreign Investment, the legal terms and terms will normally run. The procedures referred to in this section must be presented through the platform www.rnie.economia.gob.mx or in PDF format via email tramites.rnie@economia.gob.mx from 9:00 a.m. to 6:00 p.m. Monday to Friday.
The deadlines and terms of the procedures, which are indicated below, presented via the Legal Affairs System for Foreign Investment (https://sajie.economia.gob.mx/) they will run normally:
- Authorization from the National Foreign Investment Commission;
- Authorization for the use of neutral investment;
iii. Authorization for the establishment of foreign legal entities in the Mexican Republic;
- Notice for the establishment of foreign legal entities in the Mexican Republic;
- Opinion of the National Foreign Investment Commission for the purposes of article 77 of the Federal Telecommunications and Broadcasting Law, and
- Consultation on foreign investment.
The formalities or procedures of the General Directorate of Foreign Investment not included in this section will be suspended.
The judicial actions that are notified to the Ministry of Economy as part of a procedure of any nature should preferably be done via electronic means through the mail contencioso@economia.gob.mx or, failing, in his address at Calle Pachuca number 189, Colonia Condesa, Cuauhtemoc Territorial Demarcation, Zip Code 06140, in Mexico City, on a schedule from 9:00 to 18:00 pm Monday through Friday.

An official will review the procedures presented by email and issue a temporary acknowledgment of receipt so when the contingency it´s over, the individual may go to the Secretariat to obtain their final acknowledgment of receipt.
The foregoing is applicable until April 30, 2020.
SECRETARY OF FOREIGN RELATION
During the period from March 27 to April 19, 2020, the applicable terms and terms are suspended in the administrative procedures and procedures substantiated before the administrative units and decentralized administrative bodies of the Ministry of Foreign Affairs.
SECRETARIAT OF FINANCE AND PUBLIC CREDIT

Likewise, the terms referring to the various requests for authorization or registrations before this Commission are suspended. In the case of the endorsement of authorizations of natural persons agents or agents of legal entities, the provisions of the Modifying Circular 4/20 of the Only Insurance and Sureties published in the Official Gazette of the Federation on March 27, 2020 will be followed.
The contemplated period will be equally applicable to the established terms so that the Commission becomes aware of or resolves what is pertinent regarding the procedures or procedures within its competence.
The suspension of terms will not be applicable to the Regularization Plans or to the Self-Correction Programs contemplated in articles 320, 321 and 322 of the Law of Insurance Institutions and Bonds, respectively.
Neither will it be applicable to the information that corresponds to provide to the Insurance Institutions, Securities and other persons subject to supervision by the Commission, regarding the requests for information, recommendations or requirements that the Commission issues or has issued during the validity of the suspension. and that they are linked to the health contingency.
With regard to the obligations in charge of the Insurance Institutions, Bonds and other persons subject to supervision by the Commission consisting of sending information or Regulatory Reports, the suspension will only be applicable to Regulatory Reports 1, 6, 8 , 9 and 12 of Title 38 of the Single Circular of Insurance and Sureties.
The information that must be physically filed to this Commission is temporarily enabled and for the duration of the health contingency, the email address oficialiadepartes@cnsf.gob.mx for receipt.
Second agreement that determines the suspension of activities in the dependencies, decentralized bodies, entities of the public administration and mayors of Mexico City, to avoid the spread and spread of covid19
Activities are temporarily suspended in the dependencies, decentralized bodies, entities of the public administration and mayors of Mexico City.
Exceptions are: citizen security institutions, the prison system, health, comprehensive risk management and civil protection, firefighters, the LOCATEL Public Telephone Location Service, C5, works and services, the water system and City Halls regarding water supply, as well such as those necessary for the granting of instruments related to real estate before notaries public and those activities or services that may be provided through electronic means, including those of a fiscal and budgetary nature.
Notarial Activity
Mexico City
The suspension of activities of public notaries in Mexico City is authorized for the period from April 1 to April 30, 2020.
Without prejudice to the aforementioned, the provision of notarial services to users will be ensured, particularly urgent ones, such as wills, powers, document collations, authorizations for minors to leave the country, and some other opinion of the notary .; for this, the Council of the College of Notaries of Mexico City will establish a role of daily guards with members of said College, who will attend to the requirements of services of prior communication, consultation and advice via telephone, email, videoconference or any other means telematic, users must go to the notarial offices only to sign the corresponding instrument or, where appropriate, to collect the collated copies or the testimonies, complying with the mandatory hygiene regulations and the measures established by each Notary Public.
Estate of Mexico
Persons holding the Notaries of the State of Mexico (Notaries) who are sixty years of age or older, are women in pregnancy or lactation, have a disability, or suffer from chronic or respiratory diseases, may determine the temporary suspension of its activities, its alternate immediately taking office.
The holders of the Notaries that are not in the supposition of the previous article, will be able to modify their schedules and days of attention to the public in order to maintain a healthy distance and avoid the spread of the virus.
